Identify, Deter, Mitigate (IDM) LLC is an independent consulting practice serving facilities that house federal pre-trial prisoners. We help leadership and staff meet contractual and constitutional standards — and keep meeting them — through assessment, accountability, and durable corrective action.

Theo Anderson

Founder · Owner / CEO & President

Theo Anderson founded IDM after retiring from the United States Marshals Service in 2024, capping a career of direct oversight of one of the largest non-federal pre-trial detention systems in the country. He directed a national detention service program responsible for safe, secure, and humane confinement of roughly 65,000 pre-trial prisoners in USMS custody.

Across 35 years he has served as a Corrections Officer, Security Chief, Investigator, Training Chief, Quality Assurance Chief, Contracting Officer Representative (Level III), Certified PREA Investigator, and Chief of the Office of Detention Standards and Compliance — among other roles. He has personally conducted more than 300 Quality Assurance Reviews and over 100 after-action reviews covering significant incidents.

His approach is collaborative and results-driven: inclusive leadership, coalition-building, and pragmatic solutions that hold.

We pinpoint the operational, performance, and functional-area defects driving facility weaknesses — including issues that can put a pre-trial prisoner’s constitutional protections (4th, 5th, 6th, 8th, and 14th Amendments) at risk.

We build accountability through immediate, tiered responses — positive and negative — that stop problems from repeating and eliminate deliberate indifference before it takes hold.

We close findings for good with corrective action plans grounded in sound correctional practice, reinforced by coaching, training, mentorship, and measurable outcomes.

Detention Environment Assessment

A culture and climate assessment of your facility’s workplace, built on candid interviews — with an initial assessment and a six-month follow-up to confirm changes hold.

Corrective Action Plan Support

We develop, review, and write the narrative for corrective actions, then follow through with oversight, education, and verification so defects are resolved permanently — not papered over.

Targeted Functional Area Assessment

A customized check-up of a specific functional area — administration, healthcare, security, food service, restrictive housing, safety, and programs — ideal for benchmarking or accreditation prep.

Training

Delivered on site or virtually and tailored to your facility — quarterly, annual (40-hour), and remote sessions drawn from a catalogue of 40+ subjects, from PREA to Corrections Leadership.

Lisa Cuevas-Johnson serves as Vice President of Human Resources at Identify, Deter, Mitigate (IDM) LLC, where she leads talent strategy, workforce development, and the people side of IDM’s compliance and performance engagements with detention facilities.

With more than 15 years of management experience spanning hospitality and multifamily property operations, Lisa has a proven record of recruiting, training, and retaining high-performing teams, building accountability into day-to-day operations, and transforming underperforming properties into well-run assets through disciplined process and people management. Her background includes property and assistant-property-management roles with national operators, executive housekeeping leadership for an Autograph Collection property, and human-resources and payroll coordination — experience that maps directly to the staff-retention and conditions-of-confinement priorities at the heart of IDM’s Detention Environment Assessments.

Known for strategic planning, financial and P&L accountability, contract administration, and a strong command of compliance frameworks, Lisa pairs operational rigor with a people-first leadership style. She holds a Bachelor of Business Administration in Hospitality and Tourism.

Michael Parker serves as Managing Director of Operations at Identify, Deter, Mitigate (IDM) LLC, where he leads the delivery of high-impact compliance assessments, performance improvement programs, and operational excellence initiatives for pre-trial detention facilities across the country.

With over 20 years of experience in criminal intelligence, financial crimes investigations, regulatory compliance, and risk management, Michael brings a proven ability to identify systemic weaknesses, deter substandard performance, and implement durable corrective solutions — skills that directly support IDM’s mission of achieving safe, secure, and humane conditions of confinement.

Throughout his career, Michael has specialized in analyzing complex risks, conducting thorough investigations, and developing strategic compliance frameworks for government agencies and private organizations. His previous role as an Intelligence Research Specialist with the U.S. Department of Homeland Security involved leading high-level investigations into fraud networks, money laundering schemes, and cross-border threats. He has played a key role in federal task forces, strengthening inter-agency collaboration and producing actionable intelligence that dismantled criminal operations and mitigated emerging risks.

Michael’s expertise in performance monitoring, due diligence, compliance auditing, and risk mitigation translates seamlessly to the correctional environment. He excels at evaluating operational effectiveness, ensuring adherence to federal standards, and building sustainable performance management systems — all critical components of IDM’s Detention Environment Assessments, Targeted Functional Area Reviews, and Corrective Action Plans.

A U.S. Air Force veteran, Michael developed his foundational leadership, security, and investigative skills during his military service. He holds a Master of Business Administration (MBA) and a Bachelor of Science in Criminal Justice Administration. His professional certifications include Google Cybersecurity, Agile Project Management, and advanced proficiency in analytical platforms such as LexisNexis, Tableau, and Palantir.
